At the urging of such shell-shocked homeowners and real estate agents, lawmakers in four states sponsored bills this year that would direct appraisers to exclude distressed sales when they determine how much a house is worth. With home prices tumbling in Nevada, a state senator is proposing legislation that would allow appraisers to “round up” housing values. Appraisers are not happy about the idea.

They are a national standard when constructing new homes so that sustainable design can be incorporated. The whole home is measured through the Code and it assesses its sustainability through nine separate categories.

The April drop in new-home construction was largely because apartment and condominium building plunged more than 28 percent. Single-family home construction, which makes up roughly 80 percent of the market, fell about 5 percent. Construction of new homes plummeted in April, dragged down by a major drop in apartment building and pointing to prolonged weakness in the housing sector.
